Google to publish human search quality rater guidelines?

Google uses human quality raters who check the quality of the pages that can be found on Google’s search result pages. Although the quality raters don’t have direct influence on Google’s ranking algorithm, their ratings help Google’s engineers to improve the algorithm.

Google’s human quality raters use guidelines that help them to judge the quality of a website. Google’s Matt Cutts announced that these guidelines might be available to the general public soon:
